Water Committee: Proposed Water and Sewer Rates Will Be Presented to Whitestown on April 17th

clschmal writes: At Whitestown's upcoming (Monday) April 17th Town Council Meeting at 6 p.m. a new rate ordinance for Water and Sewer service rates in Royal Run will finally be presented. Presentation of the ordinance was delayed because just before the February town council meeting, Indianapolis Water raised the water rates. The raised water rates were not taken into account in the previous rate study, so the rate study had to be revised to see if the increased water rates would have a significant impact on the proposed rates. At the same time, the State Revolving Fund (SRF), which is handling the loans for the new sewer and water plants (as well as other improvements in our area), changed some of its accounting requirements for its loans. Simply put, the SRF generally required the utility to maintain higher cash reserves.
In the revised rate study, it was found that the previously proposed sewer rates did not need to be changed. The previous rate proposals are available at this website under the Water Committee section. However, the higher Indianapolis Water charges as well as SRF accounting changes required that the proposed water rates be slightly modified. Instead of the $20 minimum service charge for the first 2000 gallons of water, the service charge had to be increased to $23 in order to offset the increased costs. Note that Whitestown residents do not receive their water from Indianapolis Water, so the rate increase does not impact their rates. The reset of the water rates remain unchanged from the original proposal. After this proposed rate change is approved, the only difference between the rates of Whitestown and Royal Run residents will be the minimum water charge, $14 in Whitestown and $23 in Royal Run. Within the next year, assuming all goes well, this one remaining difference will be eliminated.
